The Illinois Coalition for Higher Education in Prison is pleased to introduce our publication, Steps to Consider When Starting a College-in-Prison Program. We hope it will be of assistance to people based at colleges and universities who are considering offering post-secondary courses and other programming to incarcerated individuals. IL-CHEP also offers technical assistance to emerging programs. This guide was developed by the Emerging Programs Committee of IL-CHEP, who included Sharon Varallo, Chez Rumpf, Vickie Reddy, Greg Gaither and Rebecca Ginsburg, in 2021.
